Westbrook Apartments is a multi-family wood-frame public housing project that consists of 226 units of low-income housing. The 60-year-old development has degraded over time and was in need of upgrades.

Located in the Bay View Hunters Point neighborhood, the nearly 20-acre site includes 37 one-and two-story housing buildings, as well as two additional structures.
